To the extent of robbing convenience stores, in fact. Clearly we need a federal work program for ninjas, if they've been reduced to preying on the local 7-11. Ninjas have a lot of untapped potential, I think, which could be channeled into socially constructive endeavors. It would be a shame if we didn't take advantage of that.
